A service station project with multiple moving parts

At Engen Evergreens Convenience Centre, Theta Projects was involved in coordinating these workstreams through the construction phase and into handover. The project included a Quickshop, canopy, fuel tanks, dispensers, pump-and-tank infrastructure, forecourt electrical works, signage, paving, compliance documentation and final handover records.

The Engen Evergreens Convenience Centre project involved a broad project team, including:

Coordinating the Core Workstreams Behind Retail Fuel Station Kempton Park

Architectural, Principal-Agent and Project Management

The role involved coordinating drawings, approvals, contractors, programme items, site meetings, technical queries and handover requirements across the full service station development.

Civil Infrastructure and Siteworks

The civil scope included roadbed preparation, kerbing, paving, stormwater, underground services, site levels, access works and coordination around water and sewer connections. Civil work had to align with fuel infrastructure, forecourt slabs and final occupation requirements.

Building and Quickshop Delivery

The building scope included the Quickshop, paycounter areas, BRG/security elements, roof structure, office areas, shopfitting, refrigeration, bakery-related equipment planning and retail-readiness items required before the site could trade.

Pump-and-Tank Infrastructure

This included underground tanks, dispenser trenches, delivery lines, vent and filler lines, dispenser sumps, pressure testing, tank monitoring, fire-related sign-off and coordination with Engen-appointed pump-and-tank specialists before final forecourt closure.

Forecourt Electrical and Service Sleeving

This required coordination of forecourt electrical, P&T electrical works, lighting, CCTV/fibre sleeves, generator connection, kiosks, smart controllers, ATG console, power routes and service sleeves before final layers and paving were completed.

Canopy, Signage and Brand Elements

The scope included canopy structure, sheeting, lighting coordination, prime sign & canopy signage, lifestyle panels, forecourt signs and brand-related elements. Requiring alignment between structural, electrical, civil, signage and Engen requirements.

Safety, Environmental and Site Control

Including health-and-safety oversight, ECO inspections, EIA-related reporting, PPE requirements, toolbox talks, contractor-file audits, gate control, attendance registers and coordination with Engen safety expectations throughout the construction period.

Handover, Compliance and Close-Out

The handover process included occupancy records, electrical compliance certificates, pressure test documentation, pump-and-tank layouts, forecourt sleeving layouts, architectural drawings, structural drawings, civil drawings, signage drawings, P&T drawings and final recorded site details.

Project scale and facility details

The completed facility included a 250 m² building, 288 m² canopy and 195 m² feeder section.

The forecourt included 6 pump islands. The fuel installation included 3 x 46 m³ tanks, 1 x 46 m³ split tank, 5 six-hose dispensers, 1 single-hose high-volume dispenser and 5 kW intelligent submersible turbine pumps.

The Quickshop was recorded as approximately 87 m² with a 1 Plus facility.

Managing the programme under real site constraints

The project started in early 2025 and was affected by rain delay and plan approval delays. The programme had to be adjusted during the works, with risks tracked around plan approval, water connection, sewer connection approval and revised council plans.

 

By June 2025, the tanks had been installed, slab cast over, brickwork was recorded as 95% complete, dispenser trenches were excavated and canopy column hardstand levels were marked.

 

By August 2025, the Engen Evergreens Convenience Centre was open and trading.

Evergreens shows the level of coordination required to move a fuel retail development from construction into trade readiness.

The project required alignment between the developer, fuel brand, professional team, civil contractor, builder, electrical contractor, canopy contractor, pump-and-tank contractor, signage suppliers, safety consultants, environmental consultants, retail suppliers and council processes.

For petrol station developers, the lesson is straightforward: the risk is not only in the construction work itself. The risk is in the interfaces between the work packages.

 

Theta Projects’ role was to help manage those interfaces, track the programme, coordinate the technical inputs, support the approval process, and carry the project through to handover.
